创建农村基层党建“红旗村”工作总结
一、强龙头,建好班子 一是抓学习,增强服务群众本领。为切实提高村级班子服务 群众、带领群众致富的能力,增强村党支部班子成员的党性观 念,新丰村党支部坚持把邓小平理论、“三个代表”重要思 想、农村政策法规和农业科技知识作为主要学习内容,每月组 织一次集中学习。去年,村党支部还筹措资金近万元,创办了 藏书近 1000 册的村级农业科技图书室。如今,不仅村两委干 部,连村里的普通群众,在雨天或闲暇时候,都爱到村图书室 来借阅几本农业科技图书,取取经。 二、抓“双带”,树立带领群众致富榜样。为切实加强班子 建设,发挥党支部的凝聚力、战斗力和号召力,新丰村党支部 一班人从自身做起,要求每个班子成员根据自己的专长,领办 一块示范服务基地,带领 10 户以上农户共同致富。如今,新丰 村 4 个班子成员,不仅个个都实现了率先致富,而且每人都创 办或联办了一块示范基地。党支部副书记、村委会主任余小平 在金银桥组带动 43 户群众,联办了一块面积达 100 余亩的黄姜 基地;支部委员、村委会副主任卢帮华联结 16 户农户在河滩造 桂竹 210 亩;支部委员唐福如在杜家窝组联结 27 户农户发展黄 花梨、天草柑桔近 200 亩;支部书记张志仓则通过在金银桥水 库周边发展 100 亩水面养殖、20 亩黄姜、80 亩东魁杨梅以及组 织农副产品流通等途径,共带动全村 160 余户农户发展“三 竹”生产、黄姜种植、林果业栽培和搞农副产品运销等。 三是抓集体经济,提高村级班子为民办事能力。在创建活动 中,村党支部一班人积极盘活村级存量资产,发展村集体经 济。利用村 600 亩林场丰富的杉木资源,通过招商引资办法, 引进创办了新达工艺门厂,仅此一项,使村集体年净增收入 2 万余元;由村两委 4 名班子成员每人垫资 0.8 万元,新造了 236 亩的村集体杉木林场,大大增强了村集体经济的发展后劲;每 年夏季西瓜上市季节,村农产品流通协会即积极组织营销并获 取中介收入,等等。XX 年度,新丰村年集体经济 纯收入突破了 10 万元。村集体经济收入的增加,切实提高了村级班子为群众 办实事的能力,增强了班子的凝聚力、战斗力和号召力,巩固

了支部的战斗堡垒地位。 二、勤创建,带好队伍 一是积极开展无职党员设岗定责活动,努力发挥广大党员先 锋模范作用。为有效发挥村里每个党员的模范带头作用,新丰 村党支部扎实地组织开展了无职党员设岗定责活动。根据我村 实际,村党支部共设立了 17 个无职党员岗位,由全村 44 名无 职党员自愿报名,竞争上岗。为使活动取得实效,村党支部同 时对有职党员进行了工作分工,采取了分片管理,跟踪服务, 1 个有职党员联系 2-3 个上岗无职党员的办法,及时掌握上岗党 员履职的各种信息,交流上岗经验等。五组党员熊安生,在设 岗定责活动中,种植黄姜 11 亩,成了全村有名的勤劳致富示范 带头人。开展无职党员设岗定责活动,使一大批过去认为找不 到用武之地的无职党员,重新焕发起了模范带头的热情。 二是积极开展“创先争旗”十带头竞赛活动,切实增强广大 党员荣誉意识。结合每年一度的党员民主评议工作,新丰村党 支部在全村党员中组织开展了“创先争旗”十带头竞赛活动, 全村 52 名党员中,有 35 人被评为 8 面以上红旗。“创先争 旗”竞赛活动,使每个党员充分认识到共产党这个身份的压力 和动力,从而有效地提高了党员发挥模范带头作用的积极性, 增强了广大党员的责任感、使命感和荣誉感。一组党员吴声 明,去年年终评旗时,只获得了 3 面红旗。张榜公布后,经党 支部帮教谈话,吴声明同志对自己过去的所做所为有了新的认 识,今年以来,他坚持带头维护群众利益,带头完成各项工作 任务,受到了广大群众的一致好评,在今年年终评旗时,他将 有望获得 8 面以上红旗。 三、兴产业,选好路子 近年来,根据县委、县政府提出的“一块姜、两条鱼、三根 竹”的农业产业结构调整思路,新丰村党支部认真结合本村实 际,提出了“田里种粮、旱地种姜、河滩栽竹、荒坡种果”的 产业发展思路。通过支部引路、干部带头、基地联动的方式, 做强做大的林果业、“三竹”、黄姜三大特色支柱产业。近几 年来,全村共发展林果业 1200 余亩、“三竹”XX 亩、黄姜 550 亩。如今,这三大特色支柱产业已初步成为全村农民增收的主 要支柱来源。去年,全村人平纯收入达 3000 元,全村经济工作 自 XX 年以来,已连续四年在县三干会上受到县委、县政府表 彰。 四、办实事,树好口碑

在“红旗村”创建活动中,新丰村党支部坚持以群众利益为 第一追求,以群众满意为第一标准,一手抓产业发展,一手抓 为民办实事。几年来,村党支部一班人积极筹措资金,加大了 对全村水利、交通等基础设施的投入。一是先后投入资金 5 万 余元,拓宽拉通了新丰村部至杜家窝 3.9km 环村公路,使过去 一个连小四轮都难行的机耕道如今通上了大货车;二是投资 6.5 万余元,浆砌、新修了 1734 米河堤,保护了近 XX 亩面积的水 田;三是投资 5 万余元,新修了五组、六组、七组、八组、十 三组等 9 道堰和 970 米引水渠道。四是投资 20 余万元,新修了 富岭桥、杜家窝桥等 6 座中小型水泥桥。如今,全村基础设施 日益完善,人民生活水平逐步提高,“十星”文明户创评活动 等社会新风尚、新气象在全村越来越普遍起来。
